Electrosoft designed and instantiated a comprehensive conformance testing program for the evaluation of Supplier products and services against applicable Federal standards and guidelines.
The Agency had a mandate to establish a Government-wide capability for the evaluation of products and services needed by Federal Agencies to issue and manage smartcard-based digital identity credentials in a manner that is compliant with Homeland Security Presidential Directive 12 (HSPD-12) and related NIST standards and guidelines.
Electrosoft designed and instantiated a comprehensive conformance testing program for the evaluation of Supplier products and services against applicable Federal standards and guidelines. We operated and maintained the test program for 6 years. In the first contract year, we developed the governance structure and operating procedures for the testing program and performed over 900 product evaluations in an Agency Test Laboratory. Using the lessons learned from the evaluations performed in this first year, Electrosoft helped the Agency to evolve the program to engage commercial test laboratories – to facilitate rapid scaling of the testing activities. Electrosoft continued to provide Program Management Office (PMO) support, accreditation of commercial test labs, development and maintenance of all needed test procedures and technical testing tools, maintenance of the evaluation program workflow tool and outreach and communications support.
In helping the Government move to use of commercial test laboratories, Electrosoft cut the annual budget for the program by 70% as compared to testing in a Government lab. We ensured that all accredited labs performed the tests consistently and accurately by maintaining strict control over test procedures and test tools. The number of approved products and services grew exponentially during our tenure managing the program thus making a broad range of tested products and services available for procurement by the Federal community as they strengthened their identity management infrastructures.
